Douglas County Neighborhood Stabilization Program

WESTSIDE GOES GREEN PROGRAM PROGRAM OBJECTIVE
Create a marketing program that addresses the current inventory of Foreclosed Properties within Douglas, Carroll and Haralson Counties to include finished homes, unfinished homes and vacant lots.  This program will also encourage the upgrading of these properties to a “Minimum Green Standard of Energy Efficiency” by the buyer at the time of purchase.  VACANT LOTS/UNFINISHED SUBDIVISIONS - Working with lending intuitions that currently have vacant lots within a foreclosed subdivision; WHBA will construct one EarthCraft Certified Home within each of the participating subdivisions.  FINISHED AND UNFINISHED HOMES – Integrating the Neighborhood Stabilization Program (NSP) funds and a “Green Standard Mortgage Program”, buyers would be encouraged to purchase Foreclosed Properties within targeted areas and then, working with Certified Green Builders, perform necessary upgrades to insure that the home meets the county’s “Minimum Green Standards”
